Use out of band alerts which are designed for exactly this situation.  See

 for how to do that in EM12c.

If you're not on EM12c ... well, you should be.  ;)

We have an incident occured in our shop wherein our production EM database was 
crashed due to file system issue. We never received any alert as our em is 
down. How to setup an alert if EM DB gone south.  Please suggest.
