Krishna,
  you can use the available node for each service. So, you would set the
preferred node to RAC4 on all services and then add an available node RAC1
for 3 of them, RAC2 for 3 others and then RAC3 for the rest.

With this configuration, the services will not fall back to another node if
the "available" node failes. That means if nodes 1 and 4 fail at the same
time, the services that have RAC1 as available node will not relocate to an
active node.

You may want to experiment, also, with having multiple available nodes but
in a different order, I don't know how this will affect the behaviour but
it might be worth a try.
