Maybe some of your databases were created in 10.2.0.1 and then upgraded to
10.2.0.4 while others were created after the upgrade to 10.2.0.4?

I just checked one of my DBs that was recently upgraded from 10.2.0.2 to
10.2.0.4 and I also show one record for each version, e.g.:

SQL>select version, highwater from dba_high_water_mark_statistics where
description  = 'Number of User Tables';

VERSION            HIGHWATER
----------------- ----------
10.2.0.2.0             71099
10.2.0.4.0             71107

Brandon
