well its cause the remote db is not on 8174 and on 8172, oracle's normal
stand,

Each version of the OEM console is certified to run against certain
versions of the Oracle database. To use OEM to manage an older version of
the Oracle database, you must use an OEM version that is certified for
that Oracle version.

Behaviors from uncertified versions have not been tested and is unknown.

Please click on Certify & Availability on the left side menu > Click on
View Certifications by Product > Scroll down and highlight Enterprise
Manager Products and click on Submit > Highlight Oracle Enterprise Manager
Console and click on Submit
