I dug into this last year, however didn't end up implementing any changes.
IIRC the init script is a simple wrapper that invokes CRSCTL. If you look at
the 'stop' portion of the script you should be able to find the line you need
to modify.
The reason I didn't go any further was no time to test for any unintended
consequences.

the instances using oracle restart are doing a shutdown abort. How do I
