Hi, lots of oracle documents mention to set job_queue_processes to 0 for maintenance tasks, upgrades, etc. Possibly the setting was forgotten when a task of that kind was finished. I don't see a possibility that it changed to 0 by itself. Have you checked the alert log of the repository database for corresponding "alter system" commands?
