Troublesome Upgrade to 18

Version11.2.04 and 18
Linux RH6

I have an SR for this just wondering if any of the Geniuses on here  have
an idea why dbua  fails at 25% and alert  log contains an error ORA-00445
P000  didn't start after 12 seconds.
