I had quite a bit of trouble with policy managed databases, and here especially with Data Guard. Tried to add the instances manually, but that defeats the purpose-a policy managed database can run on any cluster node... It seemed impossible to create a standby database for my policy managed primary, which failed. Then, once installed, hit more issues with it running. In the end, I wiped it, (easily) reinstalled 10.2.0.5 and moved on to other things..For our limited usage, it just wasn't worth the effort.
