I thought I'd give this a test for you - trying to TTS from 10.2 to
10.1.0.4 and got

 

IMP-00003: ORACLE error 721 encountered

ORA-00721: changes by release 10.2.0.0.0 cannot be used by release
10.0.0.0.0

ORA-06512: at "SYS.DBMS_PLUGTS", line 2025

 

I must admit I'm a little puzzled by the '10.0.0.0.0' as the
compatibility for my 10.1.0.4 is set to 10.1.0 but I can't say I'm
overly surprised by the result

Same or higher after computing the minimum compatibility level which in
his case is 10.0.  He's not going from 10g to 9i.
