Which Oracle database are you using?
In EM 10g and 11g, using a raw 10g database, and (if mem serves) 10gR2,
for OMR - from download.oracle.com and not patched - has caused this to
go loopy since OEM depends on Timestamp w TZ, and the OS and DB report
that differently if the DB is not updated.
My 12c R3 on OEL 5u6 / DB 11gR2 monitoring bunches of OEL 5u8/6u4 on
11gR2 and 12c reports clean, and I didn't get buzzed at the transition ...
