So you already have a temp tablespace, and you just need to add a file to
it. (aside: I should have made the join in that query a left join so it
would have shown that.)
Just add a temp file:
alter tablespace temp add tempfile '<file name>' size <size>;

Somehow I managed to create this database without a TEMP file.
