Try rebuilding the refresh group(s).
That usually does the trick.
If you start digging into the internals of the beast, you may
find that the last refresh date on the master side is always
greater than the last refresh date on the slave side, and nothing
ever gets refreshed.
Don't know why it happens, never figured out how to reproduce it.
