Did you look for any locking that might have been going on at the time? The 
oddest things can cause locking on tables.

Subject: Slow Truncate Table times.

 
I have two tables that I periodically truncate and
repopulate.  I have both tables set to NOLOGGING, to speed up the refresh.
 
The two truncate statements usually take about 10 seconds or
less, but sometimes it takes 5 minutes or more.  The repopulate takes a
little over a minute.
 
Has anyone seen this before, or know what might cause this
behavior?
