It reduces the amount of error messages by suppressing the "expected ones"
(... does not exist) and it also allows you to open a database against the
10g binaries without a SYSAUX tablespace. Corrections/additions welcome,

Anyone out there know what else STARTUP MIGRATE does but set an internal
flag for the and possibly do a 10520-like 'soft compile'
circuit on identical packages? 
It's not like Fae Wray is tied to the railroad tracks with the locomotive
bearing down on her or anything, but if you have any savvy you can spread on
this question, I'd appreciate it.
