Really Wierd Query (Followup)

The primary key index that I am using in the query previously mentioned(on a 
table with 56 rows and has a clustering factor of 53) has a BLEVEL = 0.
How is that possible? I thought that by default it needs to be atleast 1 level 
for the root block?
