Just to let everyone know, after sleeping on it overnight, I figured it out.
I had inadvertently pointed the raw disks to the wrong locations. So when
the voting disks were getting written too, it overwrote the OCR partition.
Probably not a good thing. :-)

No errors during OCR initialization before that?
What does "ocrcheck" show?
