In previous releases (up to 10gR1) there was a requirement to mount database EXCLISIVE in order to change archive mode. Up to 9i that might be done by SQL> STARTUP MOUNT EXCLUSIVE without changing any parameter. But in 9i, 10gR1 it is only possible via setting CLUSTER_DATABASE=FALSE. And thanks for the question!
