VPD ... or fine grained auditing ... that's what you are looking for,.

But OTOH, i think your requirements are mixed up ...
1. You don't want everyone to see the data that VIP should see.
2. Anyone can fireup a report that will show the data that is protected in
(1).

if that is the case, why bother?

if you don't want DBAs to see this data, your only choice then is Database
Vault. Lookup on OTN for more info.
