If you don’t want a new CDB, but just move/copy the PDB into the same/another existing CDB, then you should use a clone operation. Safe harbor, NDA aside and so on, the word is that it will be possible to do do a hot clone in 12.2.

I have been asked that by a user who is used to restoring SQL Server databases to another machine, without stopping the access. Strange that Oracle didn't think of something that common in SQL Server world or DB2 world.
