just a random guess,

may be dba is right, the stats pack report date is '21-Feb-11 08:27', early
morning( hardly users login and hardly there are jobs running)..how many
sessions were active at that time..
if there werre no user sessions, jobs and backups then waits may be only
because of system tablespace
