Yes, 11.1 can import from 9.2 (see MOS 132904.1) and I don't have any
experience with encrypted tablespaces, but I'd imagine it should work just fine
since the encryption will just be done by the 11.1 DB at import time. There's
an easy way to find out for sure - just test it on some small tables first.
