I'm sure you already checked it, but maybe this is a limitation mentioned in
the
docs:

"This subclause can only be used with disk devices and cannot be used with the
FORMAT option."
Although you didn't use a standalone FORMAT subclause, and the substitution
variables were correctly used for the directory name, maybe the "FORMAT
option"
in this context refers to the use of substitution variables.
