Hi,
After I finish install the patch, 
run opatch apply,  (OPATCH is for Oracle 10g)
run all the scripts base on the readme.txt
Restart database.

SQL+> select banner from v$version;

BANNER
----------------------------------------------------------------
Oracle9i Enterprise Edition Release 9.2.0.1.0 - Production
PL/SQL Release 9.2.0.1.0 - Production
CORE    9.2.0.1.0       Production
TNS for 32-bit Windows: Version 9.2.0.1.0 - Production
NLSRTL Version 9.2.0.1.0 - Production

5 rows selected.

BTW

This is the patch that I install

# Platform Patch for : Windows Platform 
# Product Version #  : 9.2.0.4.0
# Product Patched    : RDBMS
