These questions make sense and show quite clear what your needs are.
Still I fear you are artificially limiting your pool of candidates.
If you are searching for senior DBAs maybe it makes sense to see if they
really have a solid foundation and a sense how to acquire your desired
knowledge.
With so many special requirements it will be hard to find 100% fitting
DBAs; maybe you can prepare a plan-B Interview setting where you search for
those which can learn and adapt fast?

A big part of this project is locking down a lot of sentive information
that has been gathered over the past several decades. So we are looking for
4 good senior DBAs to help us upgrade a lot of 9i - 11g databases to 12c
then, ASO, audit vault, db firewall etc. So the DBAs we bring in need to
understand ASO. I'm still working on the audit vault, db
firewall, Upgrade questions. -Rob

dont use it! Why so many encryption questions?
