Have you tried ALTER SYSTEM REGISTER in the instance(s) after bouncing?

We have noticed that the Oracle Intelligent agent does not work once the =

database is bounced.
When I bounce the agent twice then it starts working again.
Do any of you have seen this problem and any idea about the fix.
