Just had the same issue. It worked for me when I set it to OEL7.8

According to the sysadmin, that library doesn’t exist in RHEL9 and he
can’t get it. When I installed the database software, I had to tell the
installer to apply the most recent RU to get around this. I tried the same
thing this time, but I got an error saying that this version of
runInstaller can’t do that:
ORA19000>[INS-04009] The argument [-applyRU] passed is not supported for
the current context Install
Usage: runInstaller [<flag>] [<option>]
The command I used is:
./runInstaller -applyRU /oracle/client/19.0.0.0/35940989
We have a customer that is stuck because the InstantClient doesn’t support
what she needs to do, which is why I’m trying to install the full client.
How can I get it installed?
