Hi,
you don't mention your Oracle version but,  I think  in 8i/9i, setting the
undocumented parameter _optimizer_mode_force to FALSE in your init.ora
(cannot check now if it can be dynamically system or session assigned) will
permit  PL/SQL to conform to your optimizer_mode session or instance setting.
