                Why do they have to be at the Oracle level?  Could you not do 
this in the application?

Anyone tried to create 1000's-1,000,000 user accounts and seen if there are any 
issues? I can't believe there would be but I recall a bug or something going 
back in which I ran into issues with a high # of user accounts.
