Oct 2018 (and July 2018) Database Proactive Bundle Patch breaking TCP/IP with SSL/TLS DB connections

Hello all,

We just applied the Oct 2018 (and July 2018) Database Proactive Bundle
Patch to a QA database server.  Unencrypted (tcp) 1521 connections work
with no issues but encrypted (tcps) 2484 connections fail.

The app server had no problems with the encrypted connections before but
now after patching fails to connect.

Anyone else hit this issue?  Any ideas?
