OPS 8.1.7 hang

Hi List,
O.S->V5.1 1885 alpha, Oracle EE 8.1.7.4.0 Oracle Parallel Server.
When grant any privilege (execute, insert...) the system hangs..
users can't connect ..
Any ideas how we can fix this
