You should talk to your Oracle sales person or a consultant specialising in
licencing.
But to the best of my knowledge - do not rely on this advice, no liability
accepted, etc - you need licences for the Packs in line with the licencing
on your database server/s. So if you have 16 processor licences on your
database servers, that's the basis for your pack licences.
A single instance of Enterprise Manager and the repository database is
covered by your database licences, but a RAC cluster is not. You will have
to fully licence that for Enterprise Edition plus RAC i think. I saw
Version One do a presentation on a config like this last year, they're one
consultancy who could advise you formally. I can't.
