Run the 11g installer again, somewhere under 
start->Programs->Oracle_whatever->Oracle Installation Products.

On the first screen, click Installed Products.

In the tree, tick the Oracle Home in question. And expand it.

Open the tree under the heading similar to "Oracle Windows Interfaces 
11.x.x.x.x"

In there, do you see something like "Oracle Provider for OLE DB 11.x.x.x.x"? If 
not, you need to run a custom install to install it.


I suspect that under the 10g install, your developer got a full development 
install option, whereas with the 11g s/he got something less (or Oracle changed 
what you get of course!)

Sorry to be so vague, I don't have an 11g install of client on this desktop as 
it's Win2000 (!) and I can't have anything higher that 11.1.0.6. (And I've only 
got 10.2 at the moment.)
