Isn't the manual technically wrong? 8-D I believe that 64K is the = maximum number of datafiles that Oracle can consist of. Since at least one = file would be needed for SYSTEM, UNDO, and TEMP there would only be 64K - 3 = files available for use. Not all OS's may be able to support 64K worth of datafiles so the true answer should be considered to be OS dependent. = In any case the answer is "more than any practical design will need".
