Yes. On Win platform you get minimum-size installation (~82MB) consisting of about 10 files, supporting OCI, OCCI, JDBC, ODBC interfaces. No utilities, no tnsnames, you provide what would be an entry in tnsnames as host parameter when you connect to db. It works.
