AFAIK it only does change it to 11 on its own if optimizer_dynamic_sampling
is left at the default value.
This is only the case when dynamic sampling is enabled because of parallel
processing.
If dynamic sampling is enabled because of a SQL plan directive, as of 12.1.0.2
the level 11 is used.
