I can tell you that in TOAD 8.6.1.0 you can
- open the schema browser
- select Tables (the default)
- select the table of your choice
- Rightclick and select Save As 
- choose either delimited (option 1 for me) or XLS (option 7)
- if saving to XLS, you may want to fiddle with options, in particular:
-- Include SQL statement (saved to a separate worksheet)
-- Include column headers
-- Date format (by default it uses MM/DD/YYYY - we prefer DD/MM/YYYY in UK; you 
can exclude time if you like)
-- and don't forget to set a filename
-- check "Launch file after creation" if you want to see the file
- Press OK
The next time you use Save As it will remember the options you last set.

I imagine that TOAD 9 should be similar.
