Yes, it looks for 3 things: (1) disable the failover package, (2) create a touch file and (3) execute the toolkit script to shut down. Then just the opposite to startup. When I only created the touch file and tried shutting down the database with my script, it actually dismounted the drives, and didn't failover because the touch file was there so we were without a db until the unix guy manually remounted the drives. The sysadmin set up something to check for the existence of a file, if it exists it did not fail over. THis was a few years ago, so things may have changed.
