Sorry, good point, windows 2008R2 x64 for the OMS. The repository (just in 
case) is in an 11.2.0.3.7 OEL6 x64 DB.

Based on this, I assume you are using some form of Windows.  But not all 
Windows are created equal, else Microsoft would not be trying to get us off XP.

Perhaps you could provide some OS detail ...
