I know at least one customer ( I’m prohibited from mentioning names) who moved
from EBS to Dynamics (on-prem) a year or two after MS acquired/renamed it. It
was a VERY LARGE, multi-year project and was NOT a “conversion” but a complete
replacement – no idea how (or even if) they copied any of the data, or just
“built Dynamics from scratch”. I do know that even 2 years after cutover, they
had a veritable army of MS people on premise.

I wish I did but it sure sounds like an interesting project. An organization is
actually going from Oracle EBS to Microsoft Dynamics 365?!
