Interesting..
I wanted to crosscheck with you, I believe you have updated
1) "FastStartFailoverTarget" value for both primary and standby database &
2) enabled FSFO from broker
values before you start the observer. Correct?

Also can you get these details
DGMGRL> show database verbose 'aosb2_wurlali'

what is the Oracle verion of the client?(observer)

Also Apart from observer, do you see any informational/errors from broker
log files(just in case) ?
