What's your NLS settings set to (environment or init.ora parameters) BEFORE
you started the database ? I'm guessing it's not AMERICAN ?
Most likely, the message files for the territory (language) you've chosen
don't exist. Check in $ORACLE_HOME/rdbms/mesg
As a fix you can set it to american.
