The size of the control file is directly based on the blocksize of the database, at least through 10g. 8k block size yields a maximum size of control file of about 160m. I have not run into your specific problem but you might need a reboot. What is your db block size ? I can't set the control_file_record_keep_time (currently set to 45) to 0 since I have my RMAN retention set to 45 days.
