 it could be power metering unit of PDU itself, and there is a reset procedure for this:
I used the note:

One of the Power Distribution Units (PDU) is non-responsive In Exalogic Rack & Exadata Database Machine (Doc ID 1475304.1)

but of course confirm with Oracle Support first.

EM13c (repository also 12.1.0.2 and Linux 86-64)

I recently installed the database and EM13c on a new VM. Discovery went well for all my standard RAC and non-RAC servers and databases.  My issue is with the discovery for my production Exadata servers.  Everything seemed to go well once I had all the necessary passwords.  I have 4 databases on the system and 3 or them are monitoring everything as expected. The 4th database is being monitored as well with the exception of the cellsys.  It's been in /Pending/ status for more than 12 hours.  I tried dropping that database and rediscovering, but the cellsys has been in the pending status since 3pm yesterday.  Everything is green and the other 3 cellsys  targets are monitoring the storage and giving me great information.

Suggestions?

As a side note, my PDUs are showing down and I'm not sure how to fix that either.  Still researching both these issues, but not luck on finding a resolution yet.  My dev/test machine is currently down and I have a ticket open with Oracle support, so I can't test anything there.
