Cascading standby creation

Running 11.2.0.2, SLES11
Current set up is primary to a single physical standby.  Goal is to set up
a second physical cascading standby.

Questions:  Can the cascaded standby be created through EM?  If yes, do you
create it from the primary or the first standby?
