10g (linux red had 3)

I passed all over this but i think resource manager is not supported in
Standard edition.

what about the profiles ??

What's your version?
It's not as simple as just slicing your CPU. Some background knowledge
might help you. Take a tour through the concepts quide. E.g. for 9.2:
