Now to take it to the next stage:

If we change the value of control_mangaement_pack_access   to   NONE. . . . 
.what exactly happens?

It appears to be a parameter that can be changed dynamically.



So. . . do features that require the D & T packs stop working immediately?
Does it only stop future use?

Other?

The MOS note that Martin refers to is the correct place to find out what is 
being used.  DBA_FEATURE_USAGE_STATISTICS is documented in the 12c doc, but I 
would have to say the doc doesn’t help much with Daniel’s original question.

I've tried to collect some details about dba_feature_usage_statistics in this

You need to accept none of those methods are save in case of a License Audit.

Where can I find documentation that associates the information found in 
sys.dba_feature_usage_statistics
with the features/options/packs that have to be licensed?


For example the following is returned from sys.dba_feature_usage_statistics:

LAST_USAG LAST_SAMP LAST_SAMPLE_PERIOD DESCRIPTION

SQL Profile                            11.2.0.4.0                   40 TRUE  
05-FEB-16 05-FEB-16             209045 SQL profiles have been used.



This implies (correctly) that we have SQL-profiles in place.
We need to have Diagnostic/Tuning pack(s) licensed.


But there are hundreds of other items in that table.

Where can I find which NAMEs in the dba_feature_usage_statistics table, 
actually require additional licensing?
