I went with using dbca to create a database, and I believe what I got was a preconfigured database. I didn't time it, but I doubt it took more than an hour to create it, and this on a 450mhz box. A year or so back, I created a 9i database from scripts on the same 450mhz Pentium III box, but with a slower, 5400-rpm disk. I recall *that* creation taking many hours, on the order of a full afternoon.
