Yes there are several documents to determine the hardware and bandwidth. 
According to Oracle Methods PJM 4.1, there are documents under [TA] Application 
and Technical Architecture headline see detail given below. TA.110 Define 
System Capacity Plan

 document will help you to size the stuff you want. You must have good 
understanding of existing and future transaction volumes, annual growth, number 
of users, OS, non oracle tools and applications, deployment architecture, 
patching and room for upgradation related tasks etc. to calculate the exact 
sizing. You can find it under ABF 1.4 - AIM for Business Flows and it covers; 
Production/TEST Environment Servers
