isqlplus configuration

Hi,
I have a requirement from my customer to use isqlplus.
Please let me know how to configure isqlplus. I know it can be done with the
help of a browser , with the url.
I am not aware of the steps , & the url to access isqlplus tool to connect
to the database.
It would be great if someone could share the knowledge & give me the steps
for the same.
The database is 9.2.0.6 & the application is 11.5.10.2
