If you are trying to access custom functions (forms, reports) then check if your custom_top is defined properly.

just delete all the files under this folder and bounce Apcahe server or which ever web server you are using..

After successfully cloning from production I am receiving the following  error on all my customized solution ""function is not available to this responsibility".
